Caratube fails to lift stay of Kazakhstan award

An ICSID committee has refused to lift a stay of enforcement of Caratube’s US$39 million award against Kazakhstan – rejecting arguments that the state is a “serious serial defaulter” and finding that the oil company had failed to justify its failure to pay an earlier costs award in the state’s favour.
