Terry Hawkins is a managing director at Secretariat based in London. He is a construction quantum expert and is regularly appointed in international arbitration proceedings. He has given oral evidence and has been cross-examined before arbitral tribunals on several occasions.
Terry has considerable construction and litigation experience having assisted clients on a wide variety of construction and engineering projects in the energy, infrastructure, real estate and oil and gas sectors in the United Kingdom, Europe, South America, the Middle East, Africa and Asia.
Terry has prepared quantum analyses for both public and private sector clients and has been instructed to provide independent expert opinion in respect of matters relating to cost overruns and loss and expense. His primary areas of concentration are in the valuation of construction claims, including the measurement and valuation of works, valuation of termination claims and the quantification of prolongation and disruption costs.
Terry has a bachelor’s degree in commercial management and quantity surveying and an LLM in construction law and arbitration. He is a fellow of the Royal Institution of Chartered Surveyors, a fellow of the Chartered Institute of Arbitrators and a member of the Academy of Experts.
