Mr Kling is a director with Secretariat International with over 25 years of experience in the engineering and construction industry, working as a professional engineer, licensed attorney and construction consultant, with a record of assisting clients in the midst of design or capital construction projects in various capacities across the entire project life cycle. Mr Kling has also been appointed as an expert and provided expert evidence on multiple occasions on matters of quantum, including disruption and loss of productivity-related issues, and has worked with leading independent experts in construction disputes globally, with experience working on projects in the United States, Europe, South America, the Middle East and Asia.Prior to Secretariat, Mr Kling was employed by one of the top 10 general contractors in the United States, working closely with the executive management team on cost and schedule issues. Mr Kling also has significant Big Four accounting firm experience working with owners, developers, attorneys and contractors on a variety of large projects. In addition, Mr Kling has worked both as an engineer on several infrastructure projects and as an attorney representing architects and engineers in construction litigation. All of this experience has provided Mr Kling with a unique background and perspective that he is able to provide to his clients with a hands-on approach to solving problems related to costs and damages, change orders, claims, project management and controls, project status, and construction fraud investigations on projects worldwide.
