Dr. Claudia Annacker is a partner based in the Paris office of Cleary Gottlieb Steen & Hamilton. Her practice focuses on international arbitration and public international law matters, including investor-State disputes, disputes involving international organizations, State succession issues and State immunity, as well as disputes before the European Court of Human Rights.
Dr. Annacker is distinguished by Chambers Global and Chambers Europe for her international arbitration expertise and Chambers Global for her public international law expertise. She is also listed as a Leading Individual by Legal 500, as a Dispute Resolution Star by Benchmark Litigation, and recognized by Who’s Who Legal for her expertise in international arbitration.
Dr. Annacker received a Ph.D. degree from the University of Vienna in 1992 and a venia legendi et docendi (Habilitation) for public international law and the law of international organizations in 1997.
She is an adjunct professor at the University of Vienna, where she teaches advanced research seminars in international responsibility and international dispute settlement. She has been a visiting professor at the Paris Ouest Nanterre La Défense University, where she taught a course in investment treaty arbitration. She is currently also teaching a course on investor State dispute settlement at the National University of Singapore. She is widely published on public international law, notably investment treaty arbitration.
Dr. Annacker is a member of the Bar in Paris, and a member of the Court of Arbitration of the Singapore International Arbitration Centre. She chaired the SIAC Subcommittee that drafted the 2017 SIAC Investment Arbitration Rules.
