Tribunal rules on Croatia-Slovenia border

UPDATED. In a case that has been beset by difficulties, a Permanent Court of Arbitration tribunal has ruled on a sea and land border dispute between Croatia and Slovenia, defining the limits of their territorial waters for the first time and granting Slovenia direct access to the international waters beyond.
