Spain again targets Alexandrov

Following an annulment application in July, Spain has taken a second opportunity to cast aspersions on the neutrality of arbitrator Stanimir Alexandrov - applying to disqualify him from hearing an Energy Charter Treaty claim on the grounds of his alleged relationship with an expert firm.
