Non-signatory can’t arbitrate steel mill dispute

UPDATED: A US appeals court in Atlanta has ruled that a French subsidiary of General Electric cannot compel ICC arbitration of a dispute over faulty equipment at a steel plant under an agreement to which it is not a signatory.
