Morocco threatened with further ICSID claim over refinery

Morocco has been threatened with a US$400 million ICSID claim by US private equity firm Carlyle, which, if it goes ahead, will be the second against the state over the bankruptcy of its sole oil refinery in the wake of the 2015 global oil crash.
