Hong Kong oil tycoon loses bankruptcy appeal

The Hong Kong Court of Appeal has upheld a bankruptcy order against the former chairman of a local petroleum company after concluding that a US$30 million debt he owes to a Vietnamese government-owned entity was not covered by a SIAC arbitration clause.
