Cheng on the “search for order” in ISDS reform

In a long-awaited lecture at the Chartered Institute of Arbitrators, Hong Kong’s secretary for justice Teresa Cheng SC spoke of the attempts to reform investor-state dispute settlement, the viability of an appellate mechanism to ensure consistency of awards and how the use of investment mediation could give ISDS a new life.
